Growing frustrated with trying to VS 2017 to work as it had been, I decided to try VS 2019 ver. Yet there were never any errors even when I turned on the diagnostic output to review the build information. However, it blew up the ability to compile a single project. The install was successful without any issues. 15.9.12 was released just a few weeks ago, I decided to upgrade my VS 2017 to this latest version.
